CHARTER FOR THE PROTECTION OF CHILDREN AND YOUNG PEOPLE


The Charter for the Protection of Children and Young People was proposed by the United States Conference of Catholic Bishops in June 2002, and it is sometimes known as the Dallas Charter.  The primary goal of the Charter was to create a safe environment in the church for all youth who participated in church activities or attended church events.  The Charter was developed in response to the unfolding series of sex abuse scandals in the United States.

The Charter puts forth a group of procedures to address accusations of sexual abuse, and it also establishes guidelines for prevention of future abuse as well as accountability and healing.  It created the National Review Board and directed it to commission a comprehensive study into the problem of the sexual abuse of minors by priests.  The National Review Board directed the John Jay College to conduct the study with cooperation from the dioceses, and the study examined allegations of sexual abuse from 1950 to 2002.  They issued a report called the Nature and Scope of the Problem of Sexual Abuse of Minors by Catholic Priests and Deacons in the United Stated, commonly known as the John Jay Report.

The Charter established victims’ assistance coordinators to be placed in dioceses to respond to the abuse victims’ pastoral needs.  Safe environment programs were created to use developments in child protection to assist parents, children, and people who work with children in ways to prevent abuse.


Dioceses were also instructed perform outreach to victims and victims’ families to promote healing and reconciliation no matter how recent or long ago the abuse occurred.  The Charter suggested the dioceses provide counseling, create support groups, and offer spiritual assistance.  Bishops were charged to meet with victims and their families to show solidarity and to foster healing.

With the adoption of the Charter, dioceses were ordered to respond immediately to any allegations of the sexual abuse of minors.  Each diocese was to have a review board to consult the bishop and advise in his assessment of the allegations.  Dioceses also were instructed to report allegations to the authorities and to fully cooperate with the investigation.  No settlements were to be reached where parties were bound into confidentiality. 


The Charter also commanded the removal from the ministry of priests who had admitted to abuse or those who had acts of abuse established against them up to and including laicization, the dismissal from the clerical state.  Background checks of all priests and church personnel were to be required, with bishops being taught to thoroughly investigate the background of all priests and deacons.
