The Independent Reconciliation and Compensation Program


In an effort to change how the Catholic Church has responded in the past to allegations of abuse at the hands of clergy, the Archdiocese of New York started the Independent Reconciliation and Compensation Program (IRCP). This voluntary program was started as an effort for the church to help victims begin the healing process. It offers victims compensation for the abuse suffered at the hands of priests and other clergy members that were part of the New York Archdiocese.

The program is run by Kenneth Feinberg, a former mediator, and put into action by the Archbishop of New York, Timothy Cardinal Dolan. The program has already started to contact victims who had previously alerted the archdiocese of their abuse by clergy, as the first step in the program. Mr. Feinberg and one other person, Camille Biros, will both have autonomy when it comes to deciding how much compensation each victim should receive. The New York Archdiocese has agreed that Mr. Feinberg and Ms. Biros will have the final decision and that the Archdiocese will stand by that decision.


Independent Oversight


The IRCP has an independent oversight committee which is made up of professionals in the industry, including: one former police commissioner, one U.S. District Judge, one Associated Clinical Professor of Psychology, and one child psychiatry expert. These individuals agreed to be the oversight necessary for the implementation and continuing administration of the program.

The goal of the program is to bring a sense of peace and healing to the many victims of sexual child abuse at the hands of priests or clergy in the New York Diocese. The church has also begun to work with district attorneys who work within the boundaries of the archdiocese to release clergy who have abused children and to implement further safeguards for children going forward.


Representatives for the Catholic Church in New York have stated they have heard from numerous survivors who have talked about how having the church address issues is more important than any settlement. They want to know that the church and how it deals with child sexual abuse is going to change.

Once the first part of the program has been completed, the second part will start. This entails contacting current parishioners who have recent cases of sexual abuse to report. The IRCP will continue to have these people contact their local district attorneys for them to determine if a crime was committed.
