Connecticut Catholic Church Official Knowingly Transferred Pedophile Priests
The Pennsylvania Attorney General’s office conducted a two year investigation into alleged child sexual abuse by Catholic priests. What they found during their investigation was frightening. There were numerous examples of child sexual abuse from over 300 clergymen in the last 70 years. Those men sexually assaulted and abused over 1,000 identifiable victims, although it’s believed there were thousands more.

According to the report, Henry J. Mansell, now retired Archbishop from Connecticut, had knowingly transferred pedophile priests during his tenure. Mansell moved one priest from New York to a church in Pennsylvania. Once there, the priest continued to have inappropriate contact with school aged children. This wasn’t a lone tie to the state of Connecticut’s Catholic Church. Other crimes discovered included allegedly sending known pedophile priests to the Institute of Living, which is in part a mental facility where the Church sent the priests to be treated before returning them to ministry. There were also alleged ties to child pornography in Connecticut.

The report alleges that Mansell was well aware of what was going on. In one case in 1985, he transferred Father Edmund Parrakow from New York to New Mexico to get treatment for abusing a boy. While there, Father Parrakow admitted to abusing more than 35 boys. After that, Mansell transferred Parrakow to Greensburg, Pennsylvania telling the Bishop there that Parrakow’s treatment files would be shared with him.

There was no definitive answer to the question of when the new Diocese got the records on Parrakow and he went on to abuse more children while there. It wouldn’t be until 2014 that Parrakow would be defrocked. Parrakow wasn’t the only pedophile to be transferred. In one case, a priest who impregnated a girl was also transferred.

The grand jury report in Pennsylvania caused great reaction of the Catholic Church officials in Connecticut who have vowed to do better. To date, millions of dollars have reportedly been paid out in settlements to victims, with one such case costing the Hartford Archdiocese over $22 million for a case that predated Mansell.

A Time for Change
The Catholic Church is finally beginning to take notice of prior wrongdoing and many current church leaders are addressing the issues and calling for more transparency. States across the nation are joining forces to investigate past abuse and some states, such as Pennsylvania, are looking into increasing the statute of limitations so that victims can address what happened to them and still file charges.
