As part of the Pennsylvania grand jury report, one of the issues that came to light in the previously secret documents from the dioceses being investigated was the fact that some bishops would issue payouts to victims in exchange for their silence.

Among the 115,000 documents was a chart used in the Diocese of Altoona-Johnstown, Pennsylvania, to determine how much should be offered to victims of sexual abuse.  According to the Grand Jury Report, the bishop of the diocese from 1987 to 2011 was Joseph V. Adamec.  Bishop Adamec had a history of returning child sexual abusers to the ministry.

In Bishop Adamec’s chart, victims who were fondled over their clothes were to be offered a payout between $10,000 and $25,000.  Victims fondled under their clothes or those who were exposed to masturbation were to be offered a sum between $15,000 and $40,000.  Victims of oral sex were to be offered between $25,000 and $75,000, and those who were subjected to intercourse were to be offered anywhere from $50,000 to $175,000.  The chart had footnotes that included additional factors to be considered when determining the payout.  Factors listed included:  the age of the victim, the numbers of occurrences, the use of alcohol or drugs, the apparent effect of the abuse on the victims, the duration of the abuse over time, and other aggravating circumstances.

The Archdiocese of Ottawa in Canada was revealed to have paid tens of thousands of dollars in 1998 to a man who had allegedly been sexually abused by the Reverend Jacques Faucher in the 1970s when the victim was an altar boy.  The archbishop wrote a $50,000 check to the man a year after he came forward about the abuse, and a condition of the payment was that the man would keep the settlement secret.

The evidence came to light at the criminal trial of Reverend Faucher in 2013.  According to the release form the man had to sign to receive the check, the man had to agree that the payment was a gesture made voluntarily so that he could seek treatment for his trauma, anxiety, and other damages.  The document also denied any liability on the part of the archdiocese.  The man was also warned in the document that he would be required to pay at least $20,000 back to the archdiocese if he breached the terms of the agreement.
