Much of the criticism placed upon the Catholic Church’s response to the Sexual abuse problem has been placed on the lack leadership at the Vatican, the policy of celibacy for priests, and the secrecy with which the Church has handled sex abuse scandals.  With recent revelations of the Pennsylvania grand jury report that more than 1,000 children had been sexually abused in six different dioceses for at least 60 years and the resignation of Cardinal Theodore McCarrick, a prominent American cardinal, Pope Francis has come under a great deal of criticism for the way the Vatican has handled the unfolding crisis.

Archbishop Carlo Maria Vigano alleged that Pope Francis knew of the allegations against Cardinal McCarrick in 2013 and took no action.  Archbishop Vigano, formerly the Vatican ambassador to the United States, called for Pope Francis to resign for not acting against Cardinal McCarrick.  Cardinal McCarrick resigned from the College of Cardinals in July 2018 after learning that the Archdiocese of New York was investigating an abuse accusation against him.

Pope Francis called a meeting of top Catholic officials to be held in February 2019 to discuss the protection of minors, and he met with Cardinal Daniel DiNardo, the president of the United States Conference of Catholic Bishops, in September 2018 to discuss Cardinal McCarrick as well as a number of other allegations facing US priests.  The news of these meetings came as the revelation that the German Catholic Church was admitting to more than 3,500 child sex abuse cases committed by German priests between 1946 and 2014.  The German victims have requested an independent investigation since the one completed by the church lacked the testimony of the victims, and no names were given of the priests or the bishops who committed the acts or participated in the coverup of the abuse allegations.

Many victims find the actions now being taken by the leaders of the Catholic Church to be scant when the centuries of coverups are considered.  The decision to keep abuse a secret on a global level for so long has left victims wary that conferences and meetings will do little to effect change.  Critics call for specific actions to be discussed rather than conferences and pronouncements.  Some find fault with the church for not addressing the sexual abuse problem until after the number of recent developments.  In a September 2018 CNN poll, the support for Pope Francis from United States Catholics had dropped more than 20 points in 18 months.
