10 years ago, the Connecticut Supreme Court ordered the release of thousands of legal documents from legal cases against predator priests. After the Grand Jury Report in Pennsylvania was released, the modus operandi of the Church to move accused priests to other churches has come to light. It seemed unbelievable at the time, and many hoped that the Connecticut case was merely an aberration. Over two dozen victims of sexual abuse came forward and alleged that clergy were to blame. The case was very controversial at the time. The court kept many of the documents secret through a court order, however the documents eventually saw the light of day and were released (over 12,000 pages).

The documents were originally received in lawsuits filed in the 1990s by 23 victims, during the tenure of Bishop Edward Egan. Although the actual occurrences of abuse took place ahead of his tenure, the papers suggest he knowingly shuffled predator priests into new jobs during this time period.
In 1990, Egan received a memo regarding "a developing pattern of accusations" about Charles Carr of Norwalk, who allegedly fondled young boys. Egan kept Carr for five years after receiving the memo, suspended him only after a lawsuit was filed, and in 1999 made him a chaplain at Danbury's hospital. In 2002, Egan issued an apology.

However, in 2012 he took the apology back and stated that he thought he handled the situation well. This brings up many profound questions. What is it about the Church culture that makes such an attitude even possible? What can we as a society do to change such attitudes? Can legal reform start to force change? If there was a real threat of civil damages and criminal jail time, could we deter such behavior from priests? Time will tell.
