As part of the Pennsylvania grand jury report, one of the several problems that came to light inside the previously secret papers from the dioceses being investigated was the fact that some bishops would issue payouts to victims in exchange for their silence.
Among the 115,000 docs was a graph utilized in the Diocese of Altoona-Johnstown, Pennsylvania, to establish how much money would be required to be given to victims of sexual abuse. According to the Grand Jury Report, the bishop of the diocese from 1987 to 2011 was Joseph V. Adamec.  Unfortunately, Bishop Adamec had a reputation for returning child sexual abusers to the ministry.

Within Bishop Adamec’s charts, victims were paid according to the type and severity of abuse.  Differences included whether children had their clothes on, were exposed to masturbation or oral sex.  The worse violation was for intercourse.  As disgusting as all of this sounds, there is more.  The chart had footnotes that integrated various other factors to be considered when determining the payment. Factors included: the age of the victim, the number of situations, the use of booze or drugs, the apparent impact of the abuse on the victims, the duration of the abuse over time, as well as other aggravating factors.

It has been revealed that the Archdiocese of Ottawa in Canada had paid tens of thousands of dollars in 1998 to a man who had allegedly been sexually abused by the Reverend Jacques Faucher in the 1970s when the victim was an altar boy. The archbishop wrote a $50,000 check to the man a year after he came forward with regard to the abuse, and a condition of the pay out was that the man must keep the settlement hush-hush.

The proof came to light at the criminal trial of Reverend Faucher in 2013. According to the release form the man had to sign to receive the check, the man had to agree that the settlement was a gesture made voluntarily to ensure that he could seek treatment for his shock, anxiousness, and other damages. The document also refused any liability on the part of the archdiocese. The man was also warned in the document that he could be required to pay at least $20,000 back to the archdiocese if he violated the terms of the contract.  Decent people around the world are disgusted by this behavior and there is a ground swell of support for serious reform in the Catholic Church.
