JOHN JAY REPORT
The John Jay Report, formally known as The Nature and Scope of the Problem of Sexual Abuse of Minors by Catholic Priests and Deacons in the United States, was compiled in 2004 by John Jay College for the United States Conference of Catholic Bishops. It was based on a comprehensive series of surveys completed by Catholic dioceses in the United States with the goal of examining the scope of the sexual abuse problem plaguing the Catholic Church.

The surveys covered the time period from 1950 to 2002, and it found that there had been a total of 10,667 sexual abuse allegations made during that time. It found that 4,392 priests had been accused, which was approximately four percent of all ordained clergy in the United States in 2002. Of those, only 252 priests had been convicted. 3,300 of the priests were never investigated due to the fact that they had already died at the time of the accusation. 1,024 had been reported to the police, and 384 had been charged. Of all the priests that had been surveyed, only 100 were imprisoned for sexual abuse crimes.

The John Jay Report found that the bulk of the sexual abuse allegations pertained to incidents that occurred in the 1960s and 1970s, and, by the 1990s, the number of abuse allegations had returned to the levels found in the 1950s. One third of the allegations were reported between 1993 and 2001, and another one third were made after 2001.
The report noted that the sex abuse against children was committed by men close to them, and many groomed the children to compel them to submit to the abuse. The actions included such things as buying gifts or taking them places, and the residence of the priest was the place where the abuse most often occurred. The report found that the abuse ranged from harassment to penetration, and most of the allegations involved sexual touching over or under clothing. The majority of the victims were young men between the ages of 11 and 17.

Approximately 40% of the priests facing allegations of abuse had participated in psychiatric treatment, and this step generally occurred after multiple allegations. Bishops were found to have moved the priests within the dioceses after treatment rather than removing them from the priesthood. Bishops argued that prevailing knowledge at the time led them to believe that priests could be cured and would no longer be a danger to the children with whom they came into contact.
