Sexual abuse scandal in Wilmington Delaware diocese

Releasing names of past abusers may seem like a small gesture, one that does not cost an institution any money or involve great effort. But in the context of the Catholic clergy abuse scandal, it’s significant. Institutions where abuse is rampant are those that resist transparency - where those in positions of power protect their own and reject any influence from those on the outside.

Around the country, many dioceses have shown their newfound interest in transparency by releasing lists of clergy members and church employees or volunteers who have been credibly accused of child sexual abuse. These lists may include abusers who were never charged with a crime (in many cases, because the statute of limitations has expired) and those who are dead as well as still living. Even when the person cannot be prosecuted, releasing their name shows respect to the victim. No longer is the person who preyed on them regarded as a pillar of the community.

In 2006, the diocese of Wilmington, Delaware released a list of 20 priests who had been the subject of "admitted, corroborated or otherwise substantiated" accusations. Some of the names had never been released before.  The bishop stated that by taking this step, "we perhaps in some way may help prevent or deter any further incidents."

He added that "All of these living priests were removed from ministry between 1985-2003.” All of the accusations had previously been made known to law enforcement.

The action was partially inspired by the actions of a former priest, Francis DeLuca. The man had been removed from the ministry in 1993 and retired to Syracuse. He was accused of abusing a Syracuse boy during his retirement, starting when the boy was 12. The incident shows why publicizing names of predators may help warn potential victims, even if the abuser no longer works in the priesthood.

Following the release of the names, further revelations emerged. In 2009, the diocese filed for bankruptcy to protect against damages in a civil trial relating to claims from 142 alleged victims. Attempts to settle the cases failed, and the church faced 8 trial that would have depleted their resources.

Shockingly, in their bankruptcy filing the church sought permission to keep paying retirement benefits to priests who were confirmed pedophiles. “They cited an obligation to care for retired clergy, including priests dismissed from public ministry and facing laicization, or defrocking.”
