Within the diocesan level, the reaction to the sexual abuse problems was left to the discretion of the bishop or archbishop of the diocese.   This has shocked many experts.  Priests who had been accused of sexual abuse were shifted from parish to parish or required to enter psychiatric therapy. Priests who continued to offend or those whose abuse entered litigation or threatened to be made public were expected to retire or resign, and, in some cases, they were laicized. Laicization is the removing of the right to conduct clerical tasks, and it should be happening more and more.

A number of bishops who covered up for offending priests were also required to retire or resign. As a result of the sexual abuse incidents, it had been the responsibility of the diocese to settle the litigation claims of the victims of abuse. Some dioceses declared bankruptcy because of the financial stress of the settlements.  As State Attorney Generals continue to apply pressure and ramp up their investigations, you should expect to see more settlements in the news.

Until the Boston Globe’s publicity of the scandal of sexual abuse in the Boston archdiocese, the episcopal conference level had little to no engagement in responding to sexual abuse claims. As the scandal developed and claims increased, United States bishops felt the need to take coordinated action, and they were right.

The United States Conference of Catholic Bishops requested greater punishment for priests who committed sexual abuse. In June of 2002, they approved the Charter for the Protection of Children and Young People and promised to create a safe space for all children in church activities.

They developed universal techniques for handling allegations of sexual abuse against priests and other church workers. Reforms were integrated to require criminal background checks for all church employees, and dioceses were forced to record allegations to police. They also commissioned research into the abuse problem.
