Ex-Hartford Connecticut Archbishop Mansell Helped Transfer Pedophile Priest From New York To Pennsylvania, Grand Jury Says


A shocking grand jury report released in 2018 is spreading light on the actions of Catholic church officials who helped cover up sexual abuse accusations. The 1500-page report details credible accusations of sexual abuse made by over 1,000 victims; the incidents take place over 70 years. Although the report is focused on the state of Pennsylvania, many of the accused transferred around the country over the years, giving the results nationwide resonance.

Once such incident concerns a Connecticut archbishop, Henry Mansell. In 1985, according to the report, he was the monsignor in charge of priest transfers. In that same year, Pennsylvania priest Edmond Parrakow was sent to New Mexico for treatment after having been accused of sexual abuse. While he was at the treatment facility, he revealed to counselors that he had molested a total of at least 35 boys.


Archbishop Mansell knew that Parrakow had been sent for treatment, and knew that the reason for it was alleged child molestation. Nevertheless, he helped Parrakow get a transfer to a Pennsylvania diocese. In a letter to Mansell, the bishop of the new diocese asked for "a complete report on that treatment and [Parrakow’s] needs so that we can consider his needs when the time for an appointment draws near." Mansell promised the bishop of that diocese that all of Parrakow’s treatment records would be shared with them.
The records would have included the interview in which he confessed to serial molestation. However, there is no concrete evidence as to whether this report was actually provided. Parrakow was eventually defrocked in 2004.

In another incident revealed in the report, Mansell attempted to obtain a transfer for a priest who had impregnated a teenage girl, but the transfer did not go through.  Mansell is now retired and has released a statement in which he denies any wrongdoing. However, the current archbishop of Hartford, in a letter addressed to parishioners, acknowledged that bishops appeared to have known about some cases of abuse by their clergy and done nothing to protect children. The letter was read aloud at all local Masses.


The events surrounding Parrakow are a disturbing reminder that, beyond the actions of individual abusers, a culture of secrecy existed that further harmed victims and shielded molesters from justice. This culture of secrecy greatly lengthened the time it took for a predatory priest to be removed from the ministry. The release of the Pennsylvania grand jury report is one step toward revealing the truth and reversing these injustices.
